Terminal Opportunity Review for Shipping Line, SEA

The purpose of the study was to review the international sea ports to identify success and failure factors related to developments. This was implemented through an extensive best practice study, which included case reviews and strategic planning concepts that would have to be considered for successful international development. The study excluded transshipments terminals to focus on the development of ports serving import-export cargoes related to manufacturing and special economic zones. The study included identifying success and failure factors in relation to IT system to improve logistics performance in/surrounding port area, including logistics hub (e.g. inland dry port/container depot) and integrated tracking system; utilization of private sector’s know-how for effective port operation, including how to best divide the roles of port authority and private operator; using port performance indicators, including ways to measure the performance of different port user’s (i.e. shipping company, cargo owner); the introduction of healthy ‘inter-port’ and ‘intra-port’ competition; and the use of cross-ministerial organization for synchronizing port developments with other related infrastructure development. Concurrently, tariff structures were proposed in terms of regulated and deregulated port charges.
