A corner stone of a new Government policy for the port sector in Indonesia is the creation of Port Authorities.  These are to take a central role in the planning and strategic management of ports across the country.  DWA were appointed to examine how these Port Authorities could be implemented.

The scope of work included a detailed review of the enabling legislation, the development of a detailed description of the role of the Port Authority and the preparation of an Action Plan leading to the roll out of the new authorities across Indonesia.

The work also assessed the level of resources that would be required to successfully implement the authorities, risk areas within the process, key supporting actions that needed to be taken and skill gaps within the department responsible for the implementation.
