Market Study Oil Product Terminals, Indonesia

DWA was appointed by the state owned port operator Pelindo II to assess the potential to invest in the development and operation of Petroleum Product Terminals in Indonesia. Their interest was stimulated by the Vision for the National Port System prepared by the Directorate General of Sea Transportation. The review identified a major shift in the infrastructure needs of Indonesia to ensure that the country could import petroleum products efficiently and effectively.

The review covered six elements:

A macro-economic review of Indonesian petroleum product import demand and the strategies through which it could be delivered

An assessment of the existing petroleum product terminals and potential for future competition in the sector

A desk study to identify potential sites where a Petroleum Product Terminal could be built and the rough scale of costs for development

A brief review to identify the relevant regulations that need to be complied with by any development

An assessment of the viability of investing in the development of a terminal

Identification of strategic options for development of a terminal
