PT Kerata Api Borneoappointed DWA to preparea detailed analysis of the demand for a new coal terminal in East Kalimantan. This was donebydeveloping a picture of all coal resources and reserves and their routes to market. The study also included the identification of target markets for coal exports within Asia. It finally examined Indonesian Government policy with respect to coal exports and the licensing of coal mines and terminals.

The study undertook a competition analysis in relation to existing terminals (Mahakam River and Mahakam Straits) and Ship-To-Ship transfer as well as an evaluation of the cost of coal logistics through the supply chain. The impact of the structure of the shipping market and the imposition of demurrage charges was considered in terms of establishing scenarios for the future demand for the terminal and terminal tariffs.
